The United States As well as other countries that use a private prison system or just a general non-rehabilitative system really need to change. Personally I think the main culprit is private prisons. If prisons were controlled by the government I think there would be more of an incentive to actually rehabilitate prisoners and get them back out into society then just sit and rot in a cell and generate money forever.
